Waste for Cash Eco Project (WACEP)
Waste for Cash Eco Project (WACEP) is a 4-year project implemented by We Effect, Meru Central Coffee Cooperative Union (MCCCU), and International Centre for Insect Physiology and Entomology (ICIPE) with funding from the Swedish Postcode Lottery. The project aims to contribute to a solution that transforms waste into environmentally friendly products, while simultaneously supporting marginalized groups, especially women trading at the designated markets (Gakoromone, Nkubu, and Githongo), to lift themselves out of poverty by creating the first waste cooperatives led by women and youth in Kenya. The market traders mainly women will be mobilized into cooperatives which will oversee waste management and management of the BSF organic waste decomposition plant. These cooperatives will manage food waste using groundbreaking technology that utilizes larvae from the Black Soldier Fly (BSF).
The project is designed to contribute to improved environmental health and improved livelihoods for women and youth through innovative waste management in Meru County, Kenya.
This project has the following two outcomes and related which are;
- Outcome 1: Improved environmental health through innovative solid waste collection, recycling and composting technologies in Meru County.
- Outcome 2: Improved livelihoods for women and youth who are traders or garbage collectors and their families in three selected agricultural markets in Meru County.
The project aims to create a new source of income for the approximately over 300 women members of the waste cooperatives, a cleaner and healthier working environment and access to organically produced chicken feeds and animal feeds.
Background information on the implementing organization
Meru Central Coffee Cooperative Union (MCCCU)
Meru central was established in 1952 with the objective of helping farmers to produce and market coffee, later it formed other departments like Meru Dairy, Capital Sacco, Afya multipurpose which became independent unions after restructuring 2005. The institution is led through a delegate system where all the 34 affiliate societies elect 63 delegates who govern through the annual general meeting. The delegates elect 7 board members and 3 members of the supervisory board. The organization is led by a chief executive officer supervising a team of professional staff handling various activities of the Union.

Purpose of floating this detailed quotation
The purposes of the tender
- Construction of office building (Width: 3.5 meters by Length: 7 meters Height: 5.5 meters) that will house 3 rooms: office, storage, and changing room with standard finish. Also, Basic furnishings and shelving.
- Construction of Ablution block: 2 pit latrines (male/female), 2 shower rooms (male/female), handwashing stations with standard finishing.
- Construction of an Elevated 1000L water tank tower on a concrete platform.
- To identify a reputable construction company that can provide the above services.
Methodology of work
- The successful bidder will be expected to immediately embark on setting up the facilities and will run concurrently with the ongoing work for the BSF. greenhouse construction. The procurement of all the necessary materials for the above facilities and its quality stands will be the responsibility of MCCCU.
- Consultative processes – it is expected that the successful bidder will work consultatively with the implementing team from design to actual setup of the facilities.
Expected outputs
The following are the expected key outputs of the successful bidder:
- Develop appropriate designs for the office block lavatories and water tank slap as indicated above.
- Construct an office building (Width: 3.5 meters by Length: 7 meters) that will house 3 rooms: office, storage, and changing room. Also, Basic furnishings and shelving.
- Construction of Ablution block: 2 pit latrines (male/female). 2 shower rooms (male/female), handwashing stations.
- Construction of an Elevated 1000L water tank on a concrete platform.
- The structures will require to be fitted with appropriate electrical installations and water supply.
Timeframe and Workplan
The work is expected to start immediately once a successful bidder is awarded the tender and finalized within or less than a month. You are expected to provide a clear timeline indicating the number of days you will take to complete the assignment. Use the table below to guide your timeframe/work plan. You may make time frame for each item as described or generalize for all deliverables if they will be undertaken simultaneously.

Qualification requirements
The company bidding for this exercise must: Have professional proof having delivered similar works in the past and its capacity to deliver on these proposed structures.
Budget /Financial Quote
The bidder should break down the budget per item including all costs associated with putting up the above-mentioned structures.
Application of Bid /Quotation
Interested and qualified Companies/institutions are encouraged to apply for this works by providing the following;
- Background information about your company and your understanding of the assignment.
- Proposed design and considerations and other considerations for complete setup.
- Financial proposal as guided above including all aspects such as operations, technical, labour, materials, etc.
- An appendix of previous work done in relation the assignment.
- The targeted area has red soil and was previously a coffee plantation where coffee was uprooted recently.
- The area is within the outskirts of Meru town, not more than 20 KMs from the town.
- MCCCU will help in logistics of storage of few items / materials/ tools required at the site. MCCU will also ensure connection to power to the site to ensure electrical equipment can function.
- MCCCU will support in linking you with any authorities that you may require some approvals from EIA. However, in your proposal, you state your approach towards ensuring compliance with NEMA requirements.
