Background
The We Effect Uganda Office manages a portfolio of development programmes implemented with partners and funded through donor-supported agreements that require strong financial stewardship, reliable reporting, and full compliance with organisational and statutory requirements. The office is expected to maintain effective internal controls, timely financial planning, accurate accounting, and high-quality donor and management reporting while supporting ongoing programme delivery and future growth. The role must take into account the need to strengthen financial oversight, support partner accountability, respond to audit and compliance requirements, and ensure that financial systems and practices remain aligned with We Effect policies, donor regulations, and the operating context in Uganda.
Role
The objective of the position is to lead and coordinate the financial management function of the Uganda Office and ensure that financial operations are efficient, compliant, and well aligned with programme priorities. The position is responsible for budgeting, accounting, financial controls, cash flow management, reconciliations, financial analysis, and reporting for internal, donor, and statutory purposes. It also supports programme planning and proposal development through financial input, oversees risk management and audit follow-up, and provides technical guidance to partner organisations on financial accountability, reporting standards, and compliance requirements. In addition, the position supervises finance staff and contributes to organisational decision-making through accurate financial information and recommendations.
Qualifications
- Bachelor’s degree in accounting, Finance, Business Administration, or a related field from a recognised institution.
- Professional accounting qualifications such as CPA, ACCA, or an equivalent recognised certification.
- At least five years of progressive professional experience in financial management, accounting, budgeting, and reporting.
- At least two years of experience in a supervisory, team leadership, or finance coordination role.
- Demonstrated experience managing donor-funded programmes and applying donor compliance requirements.
- Demonstrated experience in financial reporting, budgeting, internal controls, audit coordination, and financial risk management.
- Advanced proficiency in Microsoft Excel and experience using accounting or financial management systems.
- Professional working proficiency in English, with strong written and verbal communication skills.
- Ability to work accurately, maintain confidentiality, manage multiple priorities, and collaborate effectively with internal teams and external partners.
Qualifications that would be an advantage
- Experience working in an international NGO or donor-funded environment.
- Experience working with institutional donor requirements such as Sida, the European Union, or similar funding partners.
- Knowledge of Ugandan statutory financial requirements and taxation frameworks.
- Experience conducting partner financial assessments or supporting capacity development for partner organisations.
