Programme Coordinator – (IMPACT Programme, Kampala, Uganda) 

Background 

The IMPACT Programme in Uganda operates in agricultural value chains with strong potential for inclusive growth, but this potential is constrained by weak market access, inconsistent product quality, post-harvest losses, climate risks, limited organisational capacity, and unequal participation of women and other marginalised groups. The programme works with cooperatives, producer organisations, private sector actors, and public institutions to strengthen inclusive and sustainable coffee, vanilla, and cocoa value chains.

As implementation advances, the programme needs strong coordination to ensure timely delivery, consistent results tracking, and continuous learning. This role provides operational and technical leadership, strengthens partner and internal coordination, and ensures compliance with donor commitments, approved plans and budgets, and We Effect policies. It also requires a partner-driven approach that integrates gender equality, inclusion, human rights-based, climate resilience, safeguarding, anti-corruption, and accountability throughout implementation. 

Role

The Programme Coordinator – IMPACT Programme is responsible for overall coordination and day-to-day management of the programme in Uganda, ensuring that strategy is translated into effective implementation, activities are delivered efficiently, results are achieved, and interventions remain relevant to target groups and national priorities. 

Main responsibilities include leading planning and implementation, coordinating partner support and stakeholder engagement, overseeing monitoring, learning, and reporting, and following up budgets, compliance, and risk management. The role also supervises Programme Officers, supports cross-functional coordination, represents the programme as delegated, and promotes quality, safeguarding, anti-corruption, inclusion, and continuous learning. 

Qualifications 

Required education and experience 

  • A master’s degree in Development Studies, Agriculture, Agribusiness, Economics, Rural Development, Project Management, or a related field is required. Candidates with a bachelor’s degree in a relevant field and substantial experience may also be considered. 
  • 7–10 years of progressively responsible experience in programme management within development cooperation, rural development, agricultural livelihoods, or related sectors. 
  • Proven experience managing donor-funded programmes, including planning, budgeting, implementation, monitoring, reporting, and compliance. 
  • Experience working with multiple implementing partners, such as cooperatives, producer organisations, or civil society organisations. 

Technical competencies 

  • Experience in agricultural value chain development, market systems development, enterprise strengthening, or rural economic inclusion. 
  • Staff supervision and coordination across programme, finance, and MEAL functions. 
  • Strong programme cycle management skills. 
  • Sound knowledge of financial oversight, donor compliance, internal controls, and risk management. 
  • Practical application of monitoring, evaluation, accountability, and learning principles. 

Skills and attributes 

  • Strong communication, coordination, and relationship-building skills, with the ability to engage effectively with partners, colleagues, donors, government institutions, and private sector stakeholders. 
  • Fluency in written and spoken English. 
  • Integrity, sound judgment, and a demonstrated commitment to safeguarding, anti-corruption, gender equality, inclusion, and human rights-based approaches. 

 Additional qualifications 

  • Experience working in Uganda and familiarity with its agricultural, policy, and partnership landscape. 
  • Experience with Sida-funded programmes or other bilateral and multilateral donor frameworks. 
  • Previous work in cooperative development, multi-stakeholder platforms, and gender-responsive, climate-resilient, and market systems approaches in agricultural programming.
