Background
The Programme Officer, Organisation Development will contribute to the implementation of the IMPACT Programme in Uganda, where We Effect works with cooperatives, producer organisations, women’s organisations, and other civil society actors to strengthen inclusive and sustainable agricultural value chains.
The role is situated in a context where partner organisations are expected to deliver programme results while also strengthening their governance, leadership, internal systems, compliance, and long-term institutional sustainability. Going forward, the programme will continue to support partners to improve organisational performance, accountability, and resilience, while responding to changing operational, fiduciary, safeguarding, and donor compliance requirements. The position therefore requires a person who can support structured organisational strengthening processes, work closely with partner leadership and programme teams, and contribute to embedding gender equality, inclusion, accountability, and risk awareness in partner systems and practices.
Role
The objective of this position is to support partner organisations to strengthen their governance, leadership, systems, policies, and institutional performance so that they can implement programme activities effectively and sustain results over time. The position will focus on partner organisational assessments, development and follow-up of capacity strengthening plans, support to governance and compliance processes, and facilitation of learning and institutional improvement.
The role will also contribute to integrating organisation development priorities into programme planning and reporting, following up recommendations from reviews and assessments, and ensuring that cross-cutting priorities such as safeguarding, gender equality, inclusion, transparency and accountability are reflected in partner organisational systems and ways of working.
Qualifications
Required qualifications and experience
- Bachelor’s degree in Development Studies, Organisational Development, Business Administration, Public Administration, Social Sciences, or another relevant field.
- At least three years of relevant professional experience in organisational development, partner capacity strengthening, governance support, institutional development, or related work within development programmes.
- Demonstrated experience in conducting or supporting organisational assessments, facilitating institutional strengthening processes, and following improvement plans with partner organisations or similar institutions.
- Strong written and verbal communication skills in English, including report writing, facilitation, and presentation.
- Ability to work in a structured manner, manage multiple assignments, maintain follow-up on agreed actions, and collaborate effectively with diverse stakeholders.
- Sound understanding of governance systems, organisational policies and procedures, compliance requirements, and institutional sustainability within partnership-based programming.
Qualifications that would be an advantage:
- Experience working with cooperatives, producer organisations, or civil society organisations.
- Experience in governance strengthening, board support, safeguarding, risk management, or compliance follow-up.
- Familiarity with the Uganda development context and partnership-based programming approaches.
- Experience in facilitating training, mentoring, coaching, or peer learning processes related to institutional strengthening.
