Programme Officer – Monitoring and Evaluation   (IMPACT Programme, Uganda) 

Background 

The We Effect IMPACT Programme in Uganda is in a phase where strong monitoring, evaluation, reporting, and learning functions are essential to support quality implementation, accountability, and adaptive management. The programme works with multiple partners and stakeholders across agricultural value chains and requires consistent follow-up on results, indicators, evidence, and partner reporting. As implementation expands, there is a growing need to strengthen data collection systems, improve data quality assurance, consolidate results reporting, and support timely analysis for programme management and donor communication. 

The position is important for ensuring that programme decisions are informed by reliable evidence and that partner reporting aligns with organisational and donor requirements. Looking ahead, the role will support ongoing learning, reviews, and performance tracking, while also contributing to stronger partner capacity in monitoring and reporting. Strategic considerations for the position include the need to work effectively across partner organisations, maintain high standards of data integrity and documentation, and contribute to inclusive and accountable programme delivery in a changing implementation environment. 

Position 

 The objective of the Programme Officer – Monitoring and Evaluation position is to ensure that the IMPACT Programme has a functional and reliable system for monitoring progress, measuring results, supporting learning, and informing decision-making. The role is intended to strengthen the quality and use of programme data, support accountability to partners and donors, and contribute to evidence-based programme management. 

The main areas of responsibility include coordinating programme data collection, validation, storage, analysis, and reporting; tracking progress against indicators and agreed results frameworks; supporting assessments, reviews, and learning processes; strengthening partner capacity in monitoring and reporting; and ensuring that evidence and performance information are available for internal management, donor reporting, and programme improvement. The position also supports data quality assurance, knowledge management, and practical use of findings to improve implementation. 

Qualifications 

The ideal candidate should combine relevant academic training with practical experience in monitoring, evaluation, data management, and results reporting within development programming. 

Required education and experience 

  • Bachelor’s degree in Monitoring and Evaluation, Statistics, Economics, Development Studies, Social Sciences, or another relevant field. 
  • At least three years of relevant professional experience in monitoring and evaluation, results tracking, data management, and reporting within development programmes or donor-funded projects. 
  • Practical experience using logframes, indicator tracking tools, data collection methods, data verification processes, and performance reporting systems. 

Core competencies 

  • Strong written and spoken communication skills in English. 
  • Strong analytical skills and accuracy in handling data. 
  • Ability to organise, maintain, and interpret monitoring information effectively. 
  • Ability to present findings clearly to different audiences. 
  • Proficiency in Microsoft Office applications and familiarity with digital data collection or monitoring systems. 
  • Ability to work in a structured and collaborative manner with programme teams and partners. 

Qualifications that would be an advantage: 

  • Experience working with agricultural livelihoods, market systems, or cooperative development programmes in Uganda. 
  • Familiarity with donor-funded programme reporting and partner capacity strengthening. 
  • Knowledge of data visualisation tools, statistical software, or mobile data collection platforms. 
  • Experience supporting learning reviews, evaluations, or the documentation of case studies and results stories.
